Municipalismos monstruo

As racist and new fascist forces gain popularity in many European countries, the most recent local elections in Spain saw the widespread entry of social movement platforms into the city parliaments. From the micropolitical experiences of the last decade, the movement against forced evictions, the occupations, assemblies and working groups of 15M, the municipalist movement was born. This issue of transversal aims to discuss the practices and processes, strategies and operations that collect in the multiple experience of municipalism, their failures and successes, their possible translation beyond the borders of the Spanish State.

Beyond the simple opposition of movement and institution, it has been and continues to be not a mere question of taking over the institutions in the Spanish cities, but of testing a new institutionality, instituent practices and constituent processes. Traversing the national structures of centralist politics, under the radar of the transnational economic flows, a virulent movement emerged in waves across Spain, which carries the potential to mushroom beyond the Spanish borders: towards a concrete assemblage of rebellious cities in Europe, but also to a confluence that overflows all given scalings, from the smallest local context of the village or city neighborhood to the translocal formation of monster municipalisms.

Während in vielen Ländern Europas rassistische und neue faschistische Kräfte Zuspruch gewinnen, zogen bei den letzten Gemeinderatswahlen in Spanien Plattformen aus sozialen Bewegungen flächendeckend in die Stadtparlamente ein. Aus den mikropolitischen Erfahrungen des letzten Jahrzehnts, aus der Bewegung gegen Zwangsräumungen, aus den Besetzungen, Versammlungen und Arbeitsgruppen um den 15M war die munizipalistische Bewegung entstanden. Diese Ausgabe von transversal versucht die Praxen und Prozesse, Strategien und Verfahren zu diskutieren, die sich in der vielfachen Erfahrung des Munizipalismus ansammeln, ihr Scheitern und ihre Erfolge, ihre mögliche Übersetzung über die Grenzen Spaniens hinaus.

Jenseits des einfachen Gegensatzes von Bewegung und Institution geht und ging es in den verschiedenen Städten Spaniens keinesfalls nur um die Übernahme der Institution, sondern um die Erprobung einer neuer Institutionalität, um instituierende Praxen und konstituierende Prozesse. Quer zu den nationalen Strukturen der zentralistischen Politik, unter dem Radar der transnationalen ökonomischen Ströme entstand eine ansteckende Wellenbewegung in ganz Spanien, die ein Potenzial zur wuchernden Ausbreitung über Spanien hinaus in sich trägt: hin zu einem konkreten Gefüge von rebellischen Städten in Europa, aber auch zu einem Zusammenfluss, der alle gegebenen Skalierungen überfließt, vom kleinsten lokalen Zusammenhang des Dorfs oder Stadtteils bis zur translokalen Formation der Monster-Munizipalismen.

Mientras fuerzas racistas y nuevo-fascistas ganan popularidad en muchos países europeos, las últimas elecciones municipales en España vieron la entrada generalizada de plataformas de movimientos sociales en los ayuntamientos. De las experiencias micropolíticas de la última década, el movimiento antideshaucios, las ocupaciones, asambleas y grupos de trabajo del 15M, nació el movimiento municipalista. Este número de transversal se propone discutir las prácticas y procesos, estrategias y operaciones que se acumulan en la experiencia múltiple del municipalismo, sus fracasos y éxitos, y su posible traslación más allá de las fronteras del Estado español.

Más allá de la simple oposición entre movimiento e institución, no fue ni es  una mera cuestión de tomar el control de las instituciones en las ciudades españolas, sino de probar una nueva institucionalidad, prácticas instituyentes y procesos constituyentes. Atravesando las estructuras nacionales de política centralista, bajo el radar de los flujos económicos transnacionales, un movimiento virulento emergió en oleada por toda España, llevando el potencial de multiplicarse más allá de las fronteras españolas: hacia un agenciamiento concreto de ciudades rebeldes en Europa, pero también hacia una confluencia que desborde todas las escalas dadas, desde el contexto local más pequeño de un pueblo o un barrio, a la formación translocal de los municipalismos monstruo.
